Who is eligible?
Any transitional kindergarten (TK) through 8th grade student may participate in SMART-E programs. Participation in SMART-E After School Care is not required for participation in Enrichment Programs, School Break Camps or Summer Camps.
SMART-E Programs admit children of any race, color, nationality, and/or ethnic origin to all rights, privileges, programs, and activities generally accorded or made available to children at the school. We do not discriminate on the basis of race, color, nationality, sexual orientation, religion, or ethnic origin in administration of any policies or programs.
What are the hours of the After/Before School Care Program?
SMART-E Before School Care (available only at the elementary schools) is open Monday through Friday from 7:30 am until the school bell rings for the start of the school day. SMART-E After School Care is open from the end of the school day until 6:00 pm Monday through Friday. Parents may pick up children from the program at any time. Children must be signed in and out of the program by an approved adult. At the middle schools, parents may choose to give permission for their children to sign themselves out at a specific time to go home.
When is the After/Before School Care Program closed?
The SMART-E After/Before School Care Program is closed on most national holidays. After/Before School Care is not available on Non-SCSD Days. Please check Holiday and Summer Camps for the complete list.
How does the After/Before Care check-in and sign-out work?
Each day children must check in with the SMART-E After School Site Coordinator immediately upon school dismissal. They must be signed out by an approved adult. Approved adults include people on the emergency information provided at registration or by the parent/guardian notifying the SMART-E Site Coordinator in advance.
Only students in Upper Elementary and Middle schools with written parent permission may sign themselves out.
Older siblings may pick up a child but this must be arranged by a parent or guardian in writing.
Once children are checked in, they may be signed out and leave under the following conditions only:
- To attend enrichment programs offered by a SMART-E partner. After which they must return to the SMART-E classroom unless pre-approved dismissal instructions have been provided to the SMART-E Site Coordinator by an authorized adult.
- After school activities have been pre-approved by an authorized adult. SMART-E Site Coordinator must be notified in advance.
- When signed out by a parent or pre-approved adult on the emergency contact list.
- At middle schools, children with parent permission to walk home may sign out at a prearranged time.

How is the After/Before School Care Program structured?
Each SMART-E Morning and After School Program site is run by a SMART-E team of highly qualified professionals with experience in education and/or youth programs. The team may also include volunteers helping with homework and special activities for the students.
What do the children do during After School Care?
A typical day will include the following: snack, homework help time, enrichment activities, and outside activity time. Specific schedules will be set on a site-by-site basis.
Enrichment activities will be offered based on student interest and might include gardening, art, chess, crafts, etc.
What type of snacks does SMART-E provide?
SMART-E provides healthy snacks for students each day. Children may bring their own snack if they prefer. Please be sure to communicate any food allergies your student may have.
Lunches are not provided. Children need to bring their own lunch on minimum days and during school breaks. Please do not send any nuts or nut products due to children with severe food allergies.
What about your staff?
SMART-E Program coordinators, volunteers, and SMART-E partner instructions are pre-screened and background checked in accordance with district policy.
All San Carlos School District SMART-E Program staff are mandated by the State of California to report any suspicion of child abuse. Staff do not form opinions or conclusions on these suspicions. It is their responsibility only to contact Child Protective Services and state known facts. The responsibility then lies with Child Protective Services to investigate, draw conclusions, and, if necessary, to prosecute.
What if I want to visit?
SMART-E Programs have an open-door policy. Families are always welcome and encouraged to visit, announced or unannounced. We require visitors to take an active responsibility for the supervision of all children they bring to the program, and to follow all SMART-E Program rules and procedures.
How does the SMART-E staff communicate with the families?
SMART-E staff communicate with families in multiple, ongoing ways. Important reminders, policy clarifications, and upcoming calendar events are included in our newsletter and posted at the student sign-in and check-out area to support family members in staying well informed.
How are absences and illnesses handled?
School day absences will be checked with the school office. If your child will be absent from SMART-E After/Before School Care, please leave a message with the SMART-E Site Coordinator as soon as you are aware there will be an absence. If a child was present at school but does not sign in at SMART-E After School Care, the coordinator will attempt to contact the parents/guardians by phone.
Refunds and/or prorating will not be accommodated due to illness, appointments, or other scheduling conflicts. Please see our Fees page for more information.
What happens in the event of illness, injury or an emergency?
In the event that a child becomes ill or is injured after arriving at the SMART-E After School or Before School Care Program, the Coordinator will attempt to notify the parent/guardian by telephone. If we are unable to contact a parent/guardian, we will call the emergency contacts listed on the emergency form in order. The child will be cared for until a parent/guardian or emergency contact arrives to pick up the child.
In the event of a natural disaster, the SMART-E Program Coordinator will lead the children to evacuate the building and follow disaster plans established by the school.
In the event of an actual fire or other disaster all of the children will be supervised until they can be released to parents or to the other authorized individuals listed on the emergency information given during registration.
How do I register for SMART-E Programs?

When I try to register my child online, the system lists their grade incorrectly and I can’t register – what do I do?
The online registration system has a feature that calculates your child’s current grade based on some general parameters. There are some students that fall outside of those (students who started school as year later for instance). Please email the SMART-E Business Office at email@example.com or call 650-590-5966 and your child’s grade will be manually updated in the system.
Are there fees if I pick up my child(ren) late?
SMART-E After School Care closes promptly at 6:00pm. A late fee of $25.00 per/15 minutes per child after 6:00pm, and an additional fee of $5.00 per minute after 7:00pm. Late pick up time will be recorded on the daily roster and late fees will charged to the family’s SMART-E Activenet account.
How does my child participate in Enrichment Programs if he/she is in enrolled in After School Care?
If your child is enrolled in an after school enrichment program and is a SMART-E After School Care student s/he must check in at the SMART-E After School Care room immediately upon school dismissal and before attending the enrichment program. The student will be picked up and returned to the SMART-E After School Care classroom by the enrichment program instructor.
How does my student participate in Enrichment Programs for if s/he is not a SMART-E member?
If your child is enrolled in an after school enrichment program is NOT a SMART-E After School Care student AND is NOT a San Carlos Belmont After School student, s/he may check in at the SMART-E classroom upon school dismissal and go to the enrichment program location with the SMART-E after school students. If your student is in an upper grade (suggested grade level: 2nd grade and above) s/he may go directly to the enrichment program location upon school dismissal.
What about the “gap time” before Enrichment Programs for non SMART-E members?
Parents/Guardians are responsible for the care of their child(ren) from the last dismissal bell until the beginning of the enrichment class. Parents and Guardians are also responsible for the care of their child(ren) in between enrichment classes. No “gap” care will be provided by SMART-E before, after or between enrichment sessions.
Can my child attend SMART-E if he/she is suspended from school? Can my child be suspended from SMART-E?
Unfortunately, if your child is suspended from school he/she will not be able to attend SMART-E for the duration of his/her suspension. A student can also be suspended from a SMART-E program due to misconduct while at SMART-E. Credits and/or refunds will not be issued due to a suspension or an expulsion.
